EIV Citizenship Verification Tool

HUD has released a new, one-time EIV–SAVE Tenant Matching Report (project-level, point-in-time) to help Owners/Agents identify potential discrepancies between HUD‑50059/TRACS tenant citizenship/eligible immigration data and USCIS SAVE initial verification responses.

What you need to do (required)

  • Within 30 calendar days of 05/21/2026, access the report for each impacted project and resolve all listed discrepancies following the step-by-step process in the linked document (see Attachments A & B).
  • If a project does not appear in the report list, HUD indicates no discrepancies were identified for that project.

Where to find the report in EIV

  1. Log in to EIV.
  2. From the EIV home page, under External Links, select “USCIS – SAVE System.”
    • This link now routes to the EIV‑SAVE Tenant Matching Report.
  3. Select Contract Number or Project Number from the drop-down and click Get Report.

What a “discrepancy” means (and does not mean)

  • A discrepancy indicates a potential mismatch that requires follow-up.
  • It does not automatically mean a tenant is ineligible, and assistance should not be denied/terminated solely due to a discrepancy while required verification steps and due process are pending.
  • If a tenant is ultimately determined ineligible after completing required steps, Owners/Agents must follow required appeal/informal hearing procedures (referenced in the attached guidance).

Typical resolution steps (high level)

  • Confirm the tenant’s file documentation includes acceptable evidence and prior verification results.
  • Review and correct HUD‑50059 Section C data as needed and transmit corrections to TRACS (e.g., ensure the alien registration number is entered correctly—no dashes, per the attached guidance).
  • If still unresolved, initiate/complete additional verification as outlined in the guidance and retain documentation (report and actions taken) in the required EIV Master File/tenant file.
  • No action is needed for tenants who no longer reside/receive assistance.
