Elevation of Issues:  Multi-Family Section 8 Housing, State of Ohio

In some cases, owners of multi-family housing properties may disagree with the interpretation or application of HUD regulations in the course of processing specific tasks where appeal procedures are not applicable.  In these cases, owners/agents are encouraged to elevate their concerns within the PBCA organizational structure and, if necessary, to the Columbus HUB Office.  In the State of Ohio, AHSC is the Performance Based Contract Administrator of an assigned portfolio.  Owners and Agents of Section 8 contracts assigned to AHSC should elevate any and all concerns within the AHSC organization for resolution.

In many cases AHSC will seek HUD input and guidance when issues are elevated within the organization to ensure that we are operating in accordance with local expectations.  However, in the event that an owner or agent remains in disagreement with an AHSC determination after the issue has been elevated as discussed above, the issue should be brought to the attention of the Columbus HUD Office via the Contract Administration Oversight Monitor or through the AHSC/Industry Working Group. 

NOTE:  Issues, comments, and suggestions for organizational improvement not related to the implementation of specific HUD Section 8 Contract Administration policies, procedures and regulations should generally follow the process outlined and/or can be directed to the General Manager of Contract Administration.  The General Manager of Contract Administration,  has ultimate oversight for the AHSC organization and the provision of high quality customer service and performance.
